     Congratulations on the anniversary of 85 years - 12th August 2015! I greet your life courage, the force of your philosophical thinking and your involvement in the creation of a better future.
     What are the results of your efforts in life I am most impressed? First, you managed to survive in the ruthless years of Nazi and Bolshevik hatred of people, earn more than others, become an influential public figure in the World, live freely for so many years, and stay in love with life. Secondly, you were able to understand the logic of the relationship between being and consciousness, took care to bring this discovery to others and managed to give it practical implementation. Thirdly, having realized the laws of civilizational development of society, you started consciously implementing the ideals of development in the public consciousness and thus improving lifestyle both in America and around the World.
     These results of your meaningful life define you as a Hero of the human race, strong in spirit, capable of successful reflective thinking activity, committed to the principles of morality in life. God bless you to carry on your human mission.
     I was lucky enough to learn your philosophy of reflexive development. I have been reading and re-reading your books since 1997. I have got nine books out of ten published in Russian. I always have the book «Открытое общество. Реформируя глобальный капитализм», М., 2001 ("Open Society. The Crisis of Global Capitalism Reconsidered") on hand. I enjoy reading it. Your books are my spiritual food. These books stimulate my thinking and inspirit me to particular actions.
     I realized that subjects of the economy and politics develop through competition. And those who are more inspired and who manage to establish a strong positive reflexive (interdependent) connection with consumers (the electorate) will win in this competition. The engine of development of open society is a mutual understanding between civil society subjects and the government, which carries out the ordering and regulation of life. Society will be more viable if negative reflexive connection between the subjects of society and the government will be more sensitive.
     I used this knowledge in the analysis of the situation in Belarus and around it: "Belarus in the Twenty-First Century: Development-Mentation-Spirituality." I am sending you the article with gratitude for the science of thinking (it was published in Запісы таварыства аматараў гісторыі імя Вацлава Ластоўскага, вып. 5, 2015, с.158-173 (The records of the Society of History named after Vatslau Lastouski, 5th Edition, 2015, pp 158-173) and posted at www.burak.by).
     Philosophy of reflexivity opens the prospect of infinity of human existence, where people will be able to create conditions for the development of the subjects of the global society through mutual understanding. This is what the idea of a global open society exists for. It could be brought to life by the UN if they were viable. Reforming the UN is not an ordinary task, it is a problem, as it is necessary to replace the prevailing Darwin paradigm of survival of the fittest variants by Soros paradigm of responsibility of the fittest for the survival of human civilization in the development process through mutual understanding.

     To do this, it is necessary to found a Fund "Reforming the UN", which will engage those who are mentally prepared, who understand the responsibility, who are able to influence the minds of the civilization development leaders, in the process of implementation of the new ideology in the public consciousness. The purpose of the fund is to transform the UN into a capable, powerful, eligible organization which is responsible before God for the future of human civilization.
     The objectives of the Fund are following. The first one is to introduce the idea of the urgency and the need for reforming the UN for the survival of human civilization to the influential subjects of the world community. The second one is to transform the World spiritual, intellectual, financial, informational, organizational and volitional potentials into resources for reforming the UN. The third objective is to work out the project of the reformed organization. The establishment of such a Fund and the development of its Statute is a worthy task for historically ambitious and vitally responsible persons, who are able to implement their understanding of reality in life.

BELARUS IN THE TWENTY-FIRST CENTURY:
DEVELOPMENT- MENTATION -SPIRITUALITY

Devoted to the heroes
Of the Battle of Orsha

 

BEGINNING

     In my opinion, Belarus today is in a state of civilization crisis. Therefore, I consider the 500-year Anniversary of the Glorious Victory of the troops of the Grand Duchy of Lithuania over the armies of the Grand Duchy of Moscovia in the Battle of Orsha on the 8th of September as an appropriate opportunity for Belarusians to reflect upon the civilization rectitude of their ethnos. Why some Nations are constantly developing and establishing distinctive political formations, while others are deteriorating and finally disappearing? What is the life force of the nation, which gives it the opportunity of historical existence? How Belarus can fit into current reality to participate in the creation of the future, and not being in the outskirts of history?
     In the middle ages, to live freely on your land, you had to be able to resist the military expansion of the neighboring nations. The example of this is the Victory of Orsha. "The Victory of Orsha helped to destroy the coalition of Holy Roman Empire, the Teutonic Order, the Crimean khanate and the Grand Duchy of Moscovia and ruined their plans of geopolitical separation of the Eastern Europe, according to which the Grand Duchy of Lithuania should lose the independence and become the part of Moscovia. In the battle of Orsha our ancestors defended the independence of their state "- Anatoly Taras, "Orsha, 8th September, 1514"- Minsk, 2014, p.105-106.
     Geopolitical subjectivity of ancient Grand Duchy of Lithuania is the testimony of civilization rightness of modern Belarusians' ancestors. This phenomenon of subjectivity is our national spiritual heritage. For centuries it supported the idea of the Belarusian national revival. In 1918, the understanding of the geopolitical subjectivity of the Belarusian nation was embodied in the declaration of independence of the Belarusian People's Republic, and in 1991 it was revived in the form of independent Republic of Belarus. That was how the spiritual Testament of the great Belarusian Leo Sapieha, which he left us in his famous appeal to all states of the Grand Duchy of Lithuania, was fulfilled (The Statute of 1588): ‘...wise people of all ages noticed that nothing can be more important for a decent man of Commonwealth than freedom. Slavery was so hateful, that neither wealth nor death could stop the man in his fight for independence. ... Not to live by the will and understanding of intruders.
     In modern times the understanding of the relevance of transformation of the Belarusian state-political system was publicly presented by nationally conscious part of Belarusians in 1988. It assigned the general direction of BPF (Belarusian Popular Front) "Revival" social activities. It became the driving force of Belarusian social development , which allowed Belarusian activists to use the favorable moment in history and realize their vision for the future of the Belarusian nation in the urgent reality - the sovereign Republic of Belarus.
     Those who are out of the historical process believe that the statehood fell on Belarusian land from the sky only because the Soviet Union collapsed. And those, who are within the historical process and who move the wheel of events, know well that our independence and sovereignty are the result of a moral choice, life struggles and the daily work of the soul, mind and hands of such historical figures as Zyanon Paznyak and his associates. They inspired the important changes in the social life by their national spirit, understanding of the Life, their system of values and by their activities. They gave vitality and historical perspective to the Belarusian nation. I'm sure the descendants will appreciate that. And the Belarusian people would still have to prove that they are aware of their civilization subjectivity, and that they have life force and will to continue their national history even in the age of globalization.
     In our time we should be unique not to be lost in the global World. What makes us unique? Globally, Belarus is unnoticed in the real economy and in intellectual and spiritual activity. However, the Belarusian nation proves the civilization rightness of their ethnos by their present revival. Therefore, the formation of our nation can become a global civilization event provided that Belarus will be able to make this process clear and understandable to all the World, despite the Imperial ambitions of Russia.
     "History always ends today, at this very moment. Starting from today we ourselves, our will, our ethical beliefs can affect (though partially) what will happen in the future. We can influence the future not only through our ethical convictions and beliefs but with the help of our willingness to take responsibility, critical attitude to ourselves, ability to learn and unlearn, thanks to our skepticism in evaluating ideology, especially the ideology of a historical nature" -- these words of Karl Popper from his preface to the Russian edition of his ‘Poverty Of Historicism' (Moscow, 1993) are becoming increasingly relevant in the age of globalization. Globalization will make states turn from the stewards of resources on the territories under their control to global activity partners to jointly win their places in the global arena of transnational cooperation for common benefit. Those who understand this and who are able to take proper place in the dialogue of civilizations will have historical perspective. Therefore, the thesis of my presentation are as follows:

  1. Today, Belarus is unable to participate in the global civilization process, either in intellectual or industrial or institutional respect. Without reforms there's no place for Belarus in the global Universe, and hence the Belarusian nation has no historical perspective.
  2. Thinking must be reflexive and society must be free and spiritual values must be life-giving to ensure constant social development of the nation.
  3. The competent state administration means conscious responsibility for historical Genesis of Belarusian nation.
  4. The Belarusian nation is a global spiritual value. The task of the state is to show the World a positive uniqueness of the Belarusian nation.
  5. The main components of civilizational values of the Belarusian nation is viability of Belarusian ethnos, the commitment to the European civilization paradigm, the inclusion of the Belarusian ethno-components in a neighbouring nations, readiness for global civilizational interaction.

     As we understand the undeniable civilizational value of the Belarusian nation, we must carry this understanding to life and broadcast it into the future. We are not the most talented or intelligent or competent. But only we can carry out our actions and do this to the best of our thinking, our spirituality and our responsibility. We should do what we believe is right, and this will give peace to our conscience. And we will be remembered for freedom and the Belarusian peculiarity of our descendants.

 

1. BELARUS IS ON THE VERGE OF POPULIST DREAMS COLLAPSE

     I am of the opinion that the countries that are leading in civilizational progress become more viability, because the elite of society continuously analyze the tempers of human nature and motives of human activity, as well as the ways of organizing human interaction.
     Lifestyle in modern Belarus does not correspond to the world civilizational trend. In Belarus the government disregards human rights, does not understand the values of democracy, sees no use in building up the civil life. The Belarusian socio-economic structure is ineffective and therefore the standard of living is low in comparison with the civilized world and neighbouring countries. Outdated worldview, the unwillingness to take the World changes and the fear of the reforms have a negative impact on the economic condition of the country. Economic growth stops, the competitiveness of Belarusian goods falls down, stockpiles grow, investment in agriculture is not going to benefit production, agriculture is in bad debts, inflation is increasing. As a result, we have got poor financial and economic condition of the country as the subject of the global economy. The negative balance of current account of of the country payment balance is chronically 8-17% of GDP, which is considerably more than 4-5% accepted as valid. Therefore unwarranted debts are rising. This is not normal. This means that existing socio-economic life of the country is politically and economically wrong. The situation will only get worse without radical reforms.
     It will be getting worse, because everything that used to keep the country on a wave of populism, will lead it to chaos. Industrial capital, inherited from the USSR, technologically and physically outdated. Those who could breathe life into such Belarusian enterprises as Minsk Automobile Plant (MAZ), Belarusian Autoworks (BELAZ), Minsk tractor works (MTZ), HORIZONT, INTEGRAL and the like, are not only unready to buy them but won't take them as gifts. Those enterprises are destined to be involved in speculations and, finally, fall into decay. Russian subsidies in the economy of Belarus in the form of reduced energy prices are not eternal. If the economy stays unreformed new loans will only increase the debts and exorbitant payouts. Sales of Belarusian products on foreign solvent markets will decrease due to low competitive capacity. The products will be manufactured and the storage facilities will be overstocked (which is again happening in Belarus), and the wages will be spent on more attractive imports in the enclave of populism (i.e., at a reduced exchange rate of the US dollar).
     This is the way the national Wealth and public resources will be wasted, conducive environment and prosperity of descendants will be destroyed. This indicates that the Belarusian Supreme state of the Board - the president and the deputies - lack competence for public management and have no understanding of their responsibility for national historical perspective. If they don't understand the inestimable value of native language, history and culture, if they are indifferent to the content of the hymn and the images of the emblem and flag, if they don't understand the gangster nature of the state-political activities of Lenin, Stalin, Bolsheviks etc., if they privatize for dollars and make the US dollar legal tender in our country, if they strengthen the dollar with our national wealth, then what competence we can talk about.
     The trouble of the Belarusian society is that the President Lukashenko lacks historical wisdom, statesmanship and political courage not to please the rider attitude of the Belarusians, which are still spoiled by populism, and to invest his electoral capital in democratic and liberal reforms. During 20 years of governance the President couldn't intelligently formulate his vision of the future of the country and clearly define national strategic guidelines of the state activities for inclusion of Belarus in the global civilizational process. Therefore Belarus, being the heart of Europe, is still on the periphery of the civilized world. Belarus needs adaptation to the requirements of the time. Otherwise we will not survive as an independent country, as an independent nation.
     Leaders of authoritarian regimes, who destroyed political opponents and suppressed the opposition, who control the media and electoral procedures, believe that they have come to rule forever. They think that they have sufficient means of coercion to ensure the stability of government. It is an illusion. Science says, and history confirms that the authoritarian regime is inherently unstable. Its crash is not caused by adverse circumstances or accidents. it derives from its nature, i.e. the lack of the continuous state activity in keeping the country up to date. Therefore, the Belarusian society is going to face serious social tests for transformational rightness. If the country does not change adequately to what is happening in the world, it is doomed to stagnation and disappearance from history. The duty of the Supreme power -- the President and the National Assembly -- is to initiate reforms and manage changes and to introduce this process into the mainstream of legal rules, social security and political stability. And whoever occupies the position of government leader, must provide the society with understanding of national values, formulated in the XXI century mentality. This will determine the direction of conscious efforts of the State to provide historical perspective of the Belarusian nation.

 

2. OPEN LESSON ON REFLEXIVE LOGIC DEVELOPMENT

     To develop is to improve in fact of existence. Such human aspects as individual, family, activities, society, social interaction, human civilization develop as a result of change of life. Changes in life occur due to natural or cognitive (intellectual, organizational, and spiritual) impact on them. Depending on the position of impact in the process of development changes will occur according to teleological, causal or reflexive logic, and the process of development will be of evolutionary, deterministic or dialectical nature.
     If the organization condition changes due to unrealized impact of natural selection, then the process of evolutionary development goes on. The logic of development is teleological. The originator's thinking on the development of the organization is in a position of contemplation. The sense of life is not well understood by the drafters of organization, and is defined by dogma. Individuals who don't fill their lives with any sense evolve the same way.
     If the essence of the existence of the discipline is purposeful activity, determined by the initiator, then the way of thinking about improving this organization - the organization of activity - is performed by initiator (reformer). The purpose of the organization is outside the organization. The reformer is also outside the organization. His activities are separated from the direct operation of the organization (observationally-educational position). Reformer knows the patterns of organization functioning and estimates its condition, defines a new goal of the organization and foresees its new state. His knowledge, assessment, identification, and prediction are objective. Based on this knowledge, the transformation of the organization is carried out, there is a corresponding change in the structure of the organization and the nature of the processes. The new state of organization is achieved as an adequate result. The logic of development is causal. Exposure determines the result, which is objective and unambiguous, to the best knowledge of the reformer's activities. The need for change is motivated by competition on the most effective achievement of goals, which is available to other organizations of activities. So the process of development of deterministic organizations of activities goes on. The same way develop purposeful individuals who have given their livelihoods rational life meaning.
     If the organization is a community of social interaction - society, community, association, club etc. - then the essence of the existence of the organization is to create conditions of life (activity, behavior, communication) according to the interests, aspirations and values of the community drafters. The community is growing through the development of components of the community that requires improvement of their interaction order as the time goes by. Ordering is carried out by those who rule. Authority of the Board is within society and cannot objectively comprehend the future state of society. The result of the transformation -the new state of the components of society - will not fully match the expectations. Critical thinking allows to make a new, more perfect understanding of society structure - the basis of the following conversion. So goes the process of dialectical development, when the future is created by the drafters of organization according to their ideals. The logic of development is reflexive. The connection between the ideal and the reality is bilateral and mutually reciprocal, coming through critical thinking to new understanding of reality, the search for new representations of the ideal. So are developing social communities and complex systems of activity. So are carried out the political, entrepreneurial, innovative and management activities in post-industrial society. So develop creative individuals who inspire their lives with life-giving ideas.
     Interaction between the reality and the subjects of development is the driving force for future open society. The understanding of history is clarified through critical understanding of the difference between what happened and what was expected. This is dialectics of social development. From the awareness of the need for change in life through creative transformation of reality - to the new state of the socio-cultural reality. And, conversely, from the discrepancy between expectation and result - through critical thinking of a new way of life - to a new understanding of reality. The society (reality) and subjects of changes (thinking of reality) are developing in close interdependence changing each other. Between understanding of reality in development, which underlies the actions of the subject of transformations, and the result of reforms there is a feedback that connects the result with the new understanding of reality. Such reciprocal and causing changes connection between the reality, which is knowingly transformed, and more precise knowledge of it as a part of this reality George. Soros - the discoverer of this logic of interdependent development of reality and consciousness - called reflexivity.
     The dynamics of social development is determined by the life force of the nation, which is the ability of society to transform the national wealth into resources of social development. But first of all there should be a fresh perspective on the future of society in correlation with the global civilizational process. The perspective that is based on value system in connection with the development of components of society. And the involvement of reflexive thinking in public life makes the process of social improvement everlasting. This is the essence of the vitality of society, fueled by mutual understanding between the subjects of society - citizens eligible, organizations, associations, government and others - in the time of comprehension of new representations of the future. If we expand the freedom of individual action, if we increase the responsibility of the professional social activities, if we deepen mutual understanding in the society, then we will live forever. Those who govern must take all the necessary steps for this, being guided by creative vision of the potential and resources of the society and not by the opinion of the majority.

 

3. THE OUTLINES OF THE VITAL GOVERNMENT ACTIVITIES

     In the early twenty-first century we, Belarusians, are an independent country. In the Belarusian society the awareness of civilizational values of the Belarusian nation is expanding, their own understanding of the need to rule their lives and be responsible for that. However, over the last 20 years (1994-2013) the population of the country has decreased by 8% (810 thousand people). At the same time the index of births is 1.67, which is far from 2,15 necessary to ensure reproduction of the population. This means that the Belarusian nation is not evolving, but devolving. I believe that Belarus in the early twenty-first century is in a state of civilizational crisis of the correctness of the nation. The essence of the crisis is the inability of existing Belarusian society to ensure the implementation of systematic thinking activity on the development and implementation of policies and strategies to integrate the country in the global civilizational process. The reason for this lies in the lack of moral, spiritual and intellectual resources of society to strengthen the nation.
     Currently, the possibility of subjective existence of the country is determined by the ability of society to identify and concentrate national resources to ensure the direct participation of society members in the global activities - economic, technological, industrial, scientific, information and cultural - and to implement humanitarian, family and private global communication etc. It helps the society to effectively use productive capacity of the country - its human capital, financial capital, industrial capital, natural capital, social and civilizational capital. Development of the country - human beings, organizations, the economy, society and the state - will be achieved through the inclusion of society members in the global civilizational process. Through the development of the country the society will become more civilized - more organized, more affluent, more educated, more spiritual. Global political subjectivity of Belarus will increase, and hence the Belarusian nation will be created. Such civilizational creation of nation is the goal of state activity, and the historical duty of the state is to create conditions for this.
     Therefore, the main managerial competence of a statesman - President, MP, part of the government - is to use the ability of state thinking, creative reflection and mental communication to develop policies and strategies for further development in the country. I see three main tasks of a competent state management. The first task is the establishment and maintenance of competition in political and economic activities. The second task is to establish mutual understanding between the members of society to provide a better life of society. The third task is a search for mutual understanding with the global-political actors of the world civilization based on the presentation of a positive uniqueness of Belarusian statehood in favor of global interaction. Solving these problems will create conditions for further civilizational development of the country and can guarantee global-political stability of Belarus.
     But there's a need in clear and practical answers to questions about the civilizational choice of Belarus, about vital system of public values, public-political structure of the country, the democratic system of government and property relations. About how we will live, if Russia can not (or do not want) subsidize the Belarusian economy. The answer to these questions is based on state conscious national idea. To present its contents to the society and the World is a historical responsibility of the one who thinks himself capable of effective governance in this crucial time for the fate of the Belarusian people.

 

4. IS BELARUS A CIVILIZATIONAL JOINTS OR CIVILIZATIONAL FAULT?

     What can inspire the Belarusian society to continue the historical existence of the Belarusian nation? What can be a support in this endeavor? The first and most important - is that despite all the misfortunes of history, there is now an independent country of Belarus as the fulfillment of eternal dreams of the Belarusian elite. As a result of the historical existence the Belarusian ethnos has demonstrated its vitality and viability of the Belarusian mentality - the World outlook, Belarusian style of thinking, lifestyle and actions. This gives us hope that Belarus will be able to find its place in the World in the new stage of civilization development.
     The modern world can not be imagined without the regional alliances of countries. It is a modern trend of civilization. Belarus participates in the Eurasian integration process under the rule of Russia. However, knowing the history and looking into the future, it is difficult to understand the Belarusians' interest in such integration.
     Russia is a separate, one of the eight great civilizations, with its system of values and ideals, the World outlook, its rules of human interaction and its system of individual freedoms. The stereotype of the Russian civilization is Imperial. The Belarusian society is based on different civilizational stereotype. Besides, today the Russian civilization is in a state of degradation. All the attempts to continue its historical existence as an independent civilization of imperial type are groundless today. They indicate that the Russian Government lack a clear understanding of the common future of human civilization and the place of Russia in it. We witness and participate in the global-political formulation of historical infidelity of imperial civilizational paradigm of modern Russia. To integrate with Russia means to share its problems without any resources to overcome them.
     Globally, the political viability of the Belarusian nation is our thirst and mental ability to live in harmony between the West and Russia in an independent country. The World cannot exist without civilizational joint of Western and Russian civilizations. Independent Ukraine, Belarus and the Baltic states make this joint. The Western and Russian civilizations will connect through peaceful national life of people with different ethnic, cultural and religious roots, through the interpenetration of immigrants from Poland, Belarus and Russia to the neighboring Russian, Belarusian and Polish nation, and their relationship with their relatives in their ethnic homeland, through the cross-border ethnic unity of Belarusians with "Russians", on the one hand, and the Belarusians with "Poles", on the other hand. So while independent Belarus is on the Belarusian land, the Belarusians will live here. There will be a connection (joint) of civilizations through monoethnic Belarusian nation, which is mentally, demographically and genetically able to provide proper people's lives here. And without Belarus there will be no Belarusian nation. Some Belarusians will make a part of Russian-speaking population, a part of the Russian world, and the other will become the Eastern cressy. The civilizational fault will happen in Belarussian land, because two contrary types of mentalities will confront here - the egocentric mentality and combined oppressive mentality with liberal-democratic outlook and collectivist indifference.
     To resist the Imperial ambitions of Russia and to ensure the independence, we need to find mutual understanding with Ukraine, Moldova, Lithuania, Latvia and Estonia and to create a Baltic-Black sea Association of Eastern European countries. This idea is well known. And now it is becoming more relevant and real. This Association will stop the Russian aggression against its neighbors, it will make it appeal to their crucial problems and establish normal relations with its European neighbors and with the World. The West will support this association, because it is interested in modern and civilized Russia. And when Russia (Moscow) is defined as a European country, it will be possible to join BBA. There will appear a new civilzation subject, that is able to participate in a global civilizational process and maintain peace throughout the World. This is very important for the existence of human civilization. As Samuel P. Huntington (1927-2008) said in his article "The Clash of Civilizations?" (1993): "In the era, that is being born, the greatest threat to the World peace comes from the clash of civilizations. Therefore, the global order based on mutual understanding among civilizations, is the most reliable warning against world war".
     However, if you move to a new life, it is necessary to keep to life-giving social ideals and values, it is necessary to develop accepted norms of behavior in the world, it is necessary to give the current definition of yourselves in the world. For spiritual and intellectual improvement of the society it is necessary to cleanse the conscience through repentance of the former sins. We will not make civilized choice and no reforms will help us "to be called human beings", until Belarusian society does not recognize the sin of life under the criminal Soviet regime, the sin of life at the expense of others, until we condemn the terrible crimes of Lenin and Stalin and the Bolsheviks against humanity, until the Belarusian society does not understand and condemn misanthropic essence of the Communist ideology of total equality, aimed at the systematic destruction of the gift of God - human uniqueness. Anyone can make a mistake, but living in delusion is a sin. So first comes the repentance, then comes a new life.

 

5. RESOURCES OF THE POST-INDUSTRIAL VIABILITY OF SOCIETY

People do not exist for the state, and the duty of

the state and the people is to create a nation.
The current slogan of the Renaissance

 

     The vital force of society is represented by its ability to transform the nation's wealth in development resources of the country. Everything we have turns to welfare differently in different times. The natural capital and industrial capital are the basic means of production of wealth in the industrial economy. Human capital, financial capital, social and civilizational capital are production resources that provide functioning, growth and development of the industrial economy.
     Industrial economy is developing in competition, by investing the development factors in production means objects through the perception of the laws of production activity of the developing object. Development resources and thinking about the activities are beyond the object. Therefore, the connection between the development subject and invested resources is deterministic, directed from a resource to an object. The higher the competition, the more resources are invested. The higher their quality, the greater development of the real economy is achieved.
     In the post-industrial economy the human, financial, and cultural capitals are not only resources of industrial production. They become the means of producing wealth. The peculiarity of these post-industrial means of production is that human capacity for creative thinking is a tool, and the properties of human nature, the content of financial activity and civilizational meanings are the labor objects. Creative thinking means to convert representations of reality, perceived by body, mind, heart and soul, to material, intellectual, organizational, sensual and spiritual original claims about reality. Tangible and intangible products, produced on this basis, come to market.
     The main feature of the post-industrial market is globality. Firstly, it stimulates industrial development by creating the conditions for global competition in the industrial production. Secondly, it converts intangible product, perceived by mass consumer, to mass industrial product giving it a value and bringing a profit to the manufacturer. Thirdly, there will always be the consumer of a unique statement in the global market. All this gives new opportunities for economic activity.
     The power in a democratic country is formed by society. Therefore, it is within the society, for which it carries out the state government in the country. There is negatively reflexive link between lifestyle and income in an open society because of political competition and opposition. Therefore, if the contradiction of the income and the idea of welfare increases, the government is forced to improve the lifestyle. The contradiction of the real and ideal levels of life is decreasing, the society is developing, prosperity is growing.
     In a country with a non-democratic structure and non-market economy the government controls the production and life through their imperfect understanding of reality. There is no reflexive link between producers and consumers, on the one hand, and between life and income, on the other hand. Therefore, there are no production and life development signals. Life and economy are stagnating, the deficiency is dominating.
     State authority must deal with government business that is to conduct the life managing and carry out the state idea on establishing reflexive links between results and contents of action in all spheres of public life in the country. The structure of relations in the country should be based on the post-industrial paradigm of social interaction, where state interests are in reflexive communication with the interests and needs of individual as a carrier of ethnic identity. That is why the current slogan of the national revival should be as follows: People do not exist for the state, and the duty of the state and the people is to create a nation.
     And most importantly, those who take the position of public administration, are obliged to think about what abilities we have to participate in global civilizing activities. Is our understanding of reality trusted by the leaders of civilization development, who possess the resources of a global economic activities, who create the future of human civilization today? How do we gain that trust? How to turn it into a factor of civilization development of the Belarusian nation?
     The way to obtain the confidence of the World community to civilizational maturity of the Belarusian society lies in the willingness of society to accept risks of globalization, through the search for its place in the global order, through the willingness to search for understanding within society, through the understanding of the state of its historic responsibility to the rest of the World for the future of the nation. The implementation of these spiritual imperatives of the national viability proves that the Belarusian society has got intellectual, organizational and spiritual potential to provide further historical existence of the Belarusian ethnos.
     The future is being built today. Our vision for the future affects our decisions. However, our vision of the future is imperfect, and it makes our decisions imperfect. Only continuous thinking, inspired by life-giving ideals, and continuous life restructuring can reduce this imperfection. That is what the complexity of life, and our responsibility to the future, and our courage consist of. That is what we have to deal with. That is our life. And the fact that we exist and that we know who we are and what we live for, that we understand the civilizational values of the Belarusian nation, fills our lives with sense. These are our life force, our faith in the future and our life optimism.

 

AFTERWORD

     The international scientific conference dedicated to the Great Victory of the troops of the Grand Duchy of Lithuania over the armies of Moscovia in the battle of Orsha on 8 September, 1514, took place on May 31, 2014 in the office of the Belarusian Popular Front "Revival" in Minsk on Chernyshevsky str., 3. Prince Konstantin Ostrozhsky was confident of victory. That is why the picture-chronicle "The Battle of Orsha", that is now in the National Museum in Warsaw, came into existence. Prince Ostrozhsky restored three churches in Vilnius in honor of Victory, as he promised before the battle. He well understood the power of spirit, so his words inspired the troops before the battle. Only the strong-willed ones can create the reality around themselves accordingly to their own understanding. The more spiritually powerful a creator, the farther in time exists what he created. Our ancestors managed to convey the spiritual power of the Belarusian ethnos to the descendants through military victories, progressive statutes, brave rebellions, reconstructed churches and appropriate life-style.
     The results of their spiritual efforts are not in vain. This is why we have the representatives of the Belarusian national spirituality, who inspire our modern life with the national spirit. This is why on September 19, 1991 - exactly 23 years ago, as I write these lines - the members of the fraction BPF "Revival", headed by Zenon Poznyak, managed to gain recognition of the emblem "Pursuit" and white-red-white flag as the state symbols of Belarus, which thence became known as the Republic of Belarus. It gave the Belarusian nation a historical perspective. I am convinced that the heroic figures of Konstantin Ostrozhsky, Leo Sapieha, Kostiuk Kalinowski, Vaclav Lastovsky, Poznyak, and others who make up the core of the Belarusian national spirituality, will continue to inspire the Belarusian society with the national spirit, and will strengthen its vitality and illuminate the future.

Long live Belarus! Glory to the heroes!

Autobiography

     Born September 24th, 1947 - Vaukavysk, Belarus.
     Higher education - Moscow Higher Technical School named after Bauman, 1965-1971.
     Specialty - aircraft strength.
     In the years 1971-1990 I work at the Belarusian branch of the Moscow Institute "Proektstalkonstruktsia" ("ProjectSteelConstruction"), where I created a separate research department with its own specialization. I defended a thesis of candidate of technical sciences in 1983 in Moscow (the Institute "Proektstalkonstruktsia" ("ProjectSteelConstruction")
     In 1990-1999 - the age of perestroika - I founded and directed a small engineering company.
     In 1999 I started career of a crisis manager.
     2005 - till present - an anti-crises consultant.

 

     1989-1996 - An activist of the Belarusian Popular Front "Revival".
     24th -25th June, 1989 - The delegate of the Constituent Congress of the Belarusian Popular Front in Vilnius.
     26th February, 1990 - One of the organizers of the Belarusian Popular Front mass campaign rally at Independence Square (then-Lenin Square).
     In 1997 I started working on the development of the activity organizations and communities interaction. Thus I became acquainted with the works of Ilya Prigogine, George Soros, Friedrich Hayek, Alvin Toffler, Peter Drucker, Karl Popper, Samuel Huntington, the school of Georgy Petrovich Shchadravitski and others.
     I collaborated with the Institute of Regional Economic Research, Moscow.
     The author of the article "Belarus in the Twenty-First Century: Development-Mentation-Spirituality", Minsk, 2014 (see www.burak.by).
     2015 - the founder of Humanitarian Educational Foundation "Institute of the Belarusian Society named after Lev Sapieha", Minsk.
     Married, the father of three adult children.
